Richard provides legal services primarily to municipal electric utilities and joint action agencies in Wisconsin, Illinois, and the upper Midwest. He advises municipalities and local governments that own electric distibution systems or generation facilities on all facets of the energy business, including power contract negotiations, project finance and construction, intergovernmental agreements, sustainability ("green") practices, and asset transfer and regulatory compliance.

Richard has over 10 years of practice experience. He has appeared frequently before the Public Service Commission of Wisconsin and the Federal Energy Regulatory Commission and is licensed in both Wisconsin and Illinois. Richard is currently a member of Boardman's Executive Committee.
